WNA Meeting Minutes February 3rd, 2010

New attendees introduced themselves. Agenda and January minutes (as amended to change details of treasurer's report to be obtained by request from treasurer or secretary)were approved. Police Report: Officer Kater: Larceny is still up, with shoplifting from BiMart and Safeway, most on Mondays. To decrease loss from home burglaries, keep jewelry in a secure place. Keep bushes trimmed. Don't leave cars running unattended. Even a police car was stolen that way. Southeast Crime Prevention: Katherine Anderson: POEM (Portland Office of Emergency Management) has been an important part of city and county government in the last ten years. Snow Dec. '08 and '09 was very serious, floods in '96 and Mt. St. Helens in '80 were all examples of the need for neighbors to be prepared. Cannot necessarily depend on government to be the first responders. "Know Your Neighbor" program is excellent 45 min. presentation with tips on disaster preparedness: A tree is down, who on the block has the strongest chain saw? In a silver thaw (week-long ice storm) where could people go on your block to stay warm? If WNA wants to set up a presentation, they should contact Kelly Ball, (503) 823-9666. Woodstock Library: Carol Uhte :Carol Uhte: AARP free tax help available Saturdays Feb. 13th until April 10th. People arrive early on Saturdays to get on the list for that day. Everybody Reads: "The Ghost Map- The Story of London's Most Terrifying Epidemic- and How It Changed Science, Cities, and the Modern World" will be discussed with a biologist on Tues. Feb. 16th, 6:30-7:45 at the library. Feb. 17th a lunar New Year celebration with lion dancers, Chinese music, songs, crafts and treats. Feb. 20th Brazilian guitar 2-3:30 pm. "Talk Time", a non-threatening, supportive way to practice English, held on Tuesdays, 6:30-7:45 beginning March 16. Reed College: Kevin Myers: Chamber Music Northwest is starting up again. Also, the Reed Master Plan review will include a meeting on Reed's Transportation Plan, Wed. Feb. 17, noon-1:30 pm at the Physical Plant, lunch included. RSVP to Jennifer Bates, (503) 777-7289 or email jenniferbates@reed.edu. Friends of Woodstock Community Center Lonnie Port:"Gala Vegetarian Potluck" on Sat., Feb. 20, 5-7pm at the WCC. People are asked to bring a favorite dish, recipe (optional), their own plate and utensils. Beverages are provided. Quiet games in the background. Volunteers are needed for cleanup 7-8pm. Land Use Update: Nothing New Unimproved Streets: Leah Hyman, SEUL Neighborhood Land Use and Livability Program Manager: PSU Masters In Urban and Regional Planning (M.U.R.P.) study of Woodstock's unimproved streets, initiated by Terry Griffiths, will take place May-early June. In 1999 and 2000 studies were done but nothing came of them. Streets are in varied quality of disrepair. Opinions re: solutions range from "leave them alone" to wanting inexpensive and easy-to-do alternatives to the standard full improvement which is high cost to residents. Goal is to determine what improvement options would be compatible with the neighborhood by soliciting neighbors' ideas and comments. Any alternative projects would be directed by members of the community, aided by a "tool kit" of legal and policy help from PSU students and SEUL. Feb. 27th is a "Discovery Session" where neighbors are invited to give input and the City will share policies. Comments, questions can be made at roadwaynotimproved@gmail.com. Project is for platted rights of way, not alleys. Woodstock Park Project: Melinda Leong, neighborhood resident and member of the Park Project Committee began by asking "What would neighbors like to see in the park? If the city floats a park bond for a vote, what would Woodstock want?" A slide show of renderings portrayed a variety of possible changes including clear entrances, inviting gathering spaces, an enhanced kids' play area and a well-designed path/recreational loop that could be enjoyed by all ages. Greg Belisle of the project committee said that Portland Parks and Rec. is still testing the waters for doing a bond measure by meeting with neighbors to see what they need and want. Cathy Perisich, resident living across from the park, said no one on the committee made any contact with those living across from the park to get their input. She said they did not know about the community meeting two weeks ago at the library and that some nearby residents are concerned about safety and noise. They like the existing openness of the park and are afraid walkways would take away green spaces and might interfere with people spreading blankets for picnics or playing Frisbee. Katherine Anderson said she has collaborated with Portland Parks and Rec. quite a bit on safety issues in parks and saw some things in the renderings that could be problematic. She would be happy to meet with the committee to discuss details. Kathryn King said that park improvements can increase the property value of nearby homes. Project committee welcomed nearby residents to join the committee. Lonnie Port said they can also call Portland Parks and Rec. Jeff Milkes (503) 823-1641 to discuss their opinions. NEW BUSINESS: Announcements: On Feb. 3, Susan Anderson, Director of Bureau of Planning & Sustainability wrote to WNA: Although a Woodstock corridor was not included in the Portland Streetcar System Concept Plan, there are still opportunities to reexamine the idea of more intensive transit supportive land uses that might support a future streetcar on SE Woodstock Boulevard.. Kevin Myers responded to a question about Reed College's thoughts on a streetcar. They, as an institution were contacted already and have given their input. April 3rd will be an Easter Egg Hunt in Woodstock Park. Fourteen businesses will contribute refreshments and baked goods. August 14th is the date for the Woodstock Park Picnic. May 8th is date for the plant sale, proceeds benefit the WCC. Feb. 6th Noon meeting at First Cup Coffee shop to discuss media/outreach and review SEUL's role in the web site. Dana Beck of SMILE (Sellwood Moreland Improvement League) asked WNA to participate in a historic calendar, one month for each neighborhood association, (photo, neighborhood history paragraph and paragraph on the N.A. activities and meetings.) Beck is asking SEUL to sponsor the calendar, perhaps giving each N.A. 100 calendars to sell for $10 each. Two-year project would allow each of the 20 Southeast neighborhoods to have a month for their history. Meeting was adjourned at 8:18pm. Minutes submitted by Elizabeth Usher Groff WNA BOARD MEETING - convened at 8:43pm Treasurer’s Report: given by Michael Chacon: Each month his report shows the balance of SEUL communications money, which is currently $803.16 that needs to be spent before June 30. It was decided that monthly financial statements would not be available online, but would be available either by e-mail or hard copy upon request. FWCC Committee Report: Approval voted for up to $30 to reimburse for the potluck poster. Land Use Committee: Will be attempting to meet regularly. Discussion of childcare for meetings such as Feb. 27 unimproved streets was tabled until later date when childcare options, logistics and publicity can be explored. Media Updates: Josh Johnsen's goal is to send an electronic WNA newsletter two weeks after each monthly meeting. See: www.woodstockpdx.com Outreach Committee: Committee: Gina Ballard, Greg Belisle, Kenny Heggem, KD Henderson, Josh Johnsen, Justin Zimmerman. At noon 2/6 meeting new website and welcome packet will be discussed. New Business: Julie Neburka proposed that the Woodstock Park Project be a sub-committee of WNA, just as FWCC is, to allow more credibility to efforts and communications with Portland Parks and Rec. They would like to be on the agenda each month and at the board meeting for the duration of the project. Discussion: Tom questioned why a short-term project would need to become a standing committee; leaving it as a project committee would allow WNA more objectivity regarding park issues. Josh said a Friends of Woodstock Park Committee dedicated to considering issues of safety, usability, aesthetics over time would be appropriate as a sub-committee. After more discussion Julie asked that the issue be tabled until March. Moshe announced three new hires at SEUL. Calendar Proposal: Dana Beck, a member of SMILE and Sellwood's History Committee, requested that WNA become a part of the Eastside Historic calendar that would involve other SE Uplift Neighborhoods. He will be submitting a proposal to SE Uplift to sponsor this project. WNA approved being a part of the calendar proposal, and will write a letter of support to SEUL if that is necessary. Know Your Neighborhood: A date and place need to be set for a presentation in Woodstock. Re: neighborhood watches and connectors, Elizabeth will e-mail community connector info. to Gina. Vision Meeting with lunch at Mezza: Feb. 27, 1pm, WNA members will do a SWOT analysis: Strengths, Weaknesses, Opportunities, Threats regarding future goals for WNA. Let Kathryn know for RSVP. Easter Egg Hunt: Moved and approved for WNA to partner with WCBA and Lifehouse Church and spend up to $200 on Easter egg hunt. Meeting was adjourned at 9:20pm.
