Woodstock Neighborhood Association
October 5, 2011 at the WCC

Attending (18): Tom Vice(presiding), Elizabeth Ussher Groff, Rob Selva, Kevin Myers, Tessah Danel, Helen Jones, Carol Uhte, Virginia Petersen, Katherine Anderson, Melvin Riddick, Emily Busse, Trina Marmarelli, Laura Grace, Linda Gillette, Terry Griffiths, Jan Elliott, Josh Johnsen, Officer Tim Mast. Kathryn King and Gavin Carpenter stopped in for a few minutes with Waverly Elizabeth (6 weeks old).

Agenda and September minutes unanimously approved.

Police Report
: Officer Tim Mast had no stats on the neighborhood but said the bureau is preparing for Occupy Wall Street Protest downtown tomorrow.

Feast for Southeast
: Roberto Selva showed a slide show of the 2010 Thanksgiving meal held at Mt. Scott Community Center where 225 low-income people as well as the homeless received a meal thanks to sponsors and donors such as Fred Meyer, Oregon Culinary Institute, Warner Pacific College, WNA and Mt. Scott and Brentwood-Darlington neighborhood associations. This year they hope to feed 400 with Foster-Powell Neighborhood Association as an additional sponsor. Donations were from $50-$500 as well as in-kind. In addition to serving a warm meal the goal is to bring neighborhood associations together through volunteering. Friends of Trees Planting: Laura Grace, Woodstock coordinator, said the planting is Sat. Dec. 10th, Our Lady of Sorrows as the staging and lunch site. Trees available are on the web site www.friendsoftrees.org. Last day to sign up is Nov. 7, last day to choose a tree is Nov.21. Street and yard trees are $50 including permit and maintenance a year later. Trucks (with drivers) and donations of soup are needed! Call Laura Grace to volunteer, (971) 998-8626. Volunteers arrive at OLS 9am and are organized into teams with both experienced and new people.

Library: Carol Uhte said Oct/Nov is story month. Not So Spooky Stories will be read on Halloween, Mon. Oct.31, 4-4:45pm. Wear a costume if you like and join the parade to local businesses for trick or treat. “The Haunts of Portland: Ghost Stories for a Rainy Night”, Sun.Oct. 30, 2-2:45pm will be a tour of places where strange stories occurred. Not suitable for children. Oct. 8, 2-3:30pm: presentation on Urban Goat Keeping 101.

Reed College
: Kevin Myers reported that nearly 300 people ran or walked in the 5-K run for Centennial Day, Sept.24. Another community day is possible next year. Events, lectures, see: www.events.reed.edu.
WNA E-newsletter: Trina Marmarelli reported that 50% opened the newsletter, 25% clicked a link. People had praise for the newsletter.

FWCC
: Terry Griffiths reported that volunteers are needed for leaf raking. Call Terry, 503- 771-0011 or email: treeterry@yahoo.com.

Land Use: Terry Griffiths reported that the next land use committee meeting is Thurs. Oct. 20,7:30pm in the WCC basement. Matt Wickstrom will be there at 8pm to discuss the Portland Plan. A draft will be out soon, see: www.pdxplan.com.

50’s Bikeways: The project was approved by City Council. Josh worked very hard on a WNA letter for the hearing that represented all view points. Judith Russo was at the hearing to say she is not in favor of the bikeway.

WCBA: The small business association is now called Venture Portland, to whom WCBA would like to submit a grant asking for up to $6,000 to upgrade businesses (different paint jobs, stroller parking, hanging plants, kiosk at WCC) from SE 44th to 45th. WCBA is hoping six business property owners will each match $1,000. Deadline for application for grant matches is Oct. 13th.

Lake Carlton: Terry G. reported that the project is nearly complete, with a serpentine road in place of the “lake”. Planting party on either side is Oct.22, 10:00am.

Note: Christopher Yake notified us that Metro is looking for citizens to serve on a transportation panel; Metro wants residents who can represent the transportation needs of underserved communities.  NOTE: A land use tab on the WNA web site would be handy; maybe KD can put one on.

Media Committee: Josh and Kenny went to SEUL for a discussion of communications strategies and to present the communications budget wish list and were given a check for $1156.00 for the year for WNA communications.

Mural Committee: Emily Busse reported they are applying for two grants: SEUL small grant and RACC (Regional Arts & Culture) grant. Theme: What makes Woodstock a great place to live? Grant requires involving the community, so the mural committee will make a “big push” to get input from residents and businesses about what inspires them in Woodstock. Tom says Sherwin Williams has verbally committed to donating paint. Lifehouse Church is a fiscal sponsor for the grant. Katherine Anderson warned that the mural should have a graffiti resistant top-coat because a mural on Hawthorne was recently destroyed by DEM (Destroy Every Mural) taggers. Next mural committee meeting is Oct. 11, 7pm at Country Bill’s.

CURRENT BUSINESS:
Halloween activities: No coordinator for a Halloween party, but Tom floated idea for having a booth in front porch area of WCC, 5-6pm, with WNA magnets, goodie bags (Tom has toy favors in storage) and a few games. Those interested in helping: Linda Gillette and Terry will be there to give out goodies. Tom and Tessah Danel  will help with set-up. Virginia will be in witch costume and help with popcorn making and distribution.

SEUL
: Roma Coliseum is having a fundraiser with wine tasting & raffle for SEUL, Oct. 8th, 3-7pm. SEUL small grant applications (for $1,000-7500) are due Nov. 1,2pm. Total grant money available is $46,058.

Crime Prevention
: Katherine Anderson reported that 20 people attended the crime prevention meeting at Woodstock Bible Church, 51st & Mitchell. Katherine is organizing a Public Safety Forum at East Precinct, 737 SE 106th Ave. on Thurs Oct 20, 6:30-8:30pm.
Tom announced the “soft opening” of the new Lutz is Oct.14.

BOARD MEETING –Convened at 8:50pm

Treasurer’s Report:  In his absence Michael Chacon sent this message prior to the meeting: As I was reviewing our financial policies pertaining to my earlier recommendation to switch banks, I realized I was violating a WNA policy that limits the amount of money in certificates of deposit to a maximum of 40% of our funds.  As reported at 9/30/11, we currently maintain a certificate of deposit in the amount of $5,657.37, which is 55% of our funds totaling $10,280.38.  The CD matures 3/1/12.  I would like to get board approval to maintain this CD amount until maturity and at that time I can move sufficient monies to the checking account to meet our policy limit. I was not involved with WNA when these policies were implemented (November 2007) and don't know why that 40% limit was established.  At a future meeting, we might want to discuss whether this limit is still appropriate. By the way, the Financial Policies can be found on our website.
Michael met with Tessah Danel at KeyBank and she emailed him a proposal: free small business checking with no fees, free checks. Signers need to sign signature card. Tessah says they are structured on a community-banking model and each branch has ability to be flexible to community needs. A motion was made by Josh, seconded by Virginia, to support Michael’s proposal to move the WNA and FWCC accounts to KeyBank and to move the CD in March when it matures. Michael will discuss % of CD details in November.

Feast for Southeast
: Last year WNA donated $250. Emily moved to support with same contribution this year. Unanimously approved.
