New attendees introduced themselves. Agenda was amended to substitute LARKE report for Reed College report. April minutes approved by voice vote. Police Report: Officer Pete Gill reported that Officer Steve Gandy (who was bitten on duty by a dog) is doing better. 5% budget cut means possibly there will be personnel cuts, which haven't occurred since 1985 when 12 new officers were laid off for 6 months. Jan E. says a letter from WNA would b a voice the city would listen to regarding cuts of officers on the street. Board will discuss writing one. Plant Sale: Volunteers are needed for sale May 8th. Picnic Update: Aug. 14th Picnic in Woodstock Park will be partly funded by a SEUL grant. Ted Yeigh (lives on 50th across from the park) is organizing entertainment. Tom Vice says help is needed for outreach to vendors, applying for permits, childcare on day of the event. Three people volunteered to help: Terry Hsu, Les Szigethy and ? LARKE: Tool kit for exploring alternative concepts for unimproved streets is being developed. May 12, 7pm a meeting at Papaccino's for people who have been involved in LID's (Local Improvement Districts). Friends of Woodstock Community Center WNA plant sale will help support new cleaning service. Land Use: April 30th the committee met to discuss the Main Street Program. Les Szigethy reported that his son, Steve, who is a planner working with the PDC, conducted the meeting, saying that the Main St. Program is not a government program, it has a pro-bono architect, and money to apply ($30,00) is to provide a staff person. Total needed from the neighborhood is $50,000. Land Use Update: Application has not yet been filed for the larger cell tower that is proposed for behind the Delta Café. Al Kline, PSU Masters student with LARKE Planning said the Woodstock Unimproved Streets "Discovery Session" held 2/24 was a smashing success. Woodstock residents like the uniqueness offered by unimproved streets but are looking for ways to improve access, maintenance and safety of these roadways and are interested in alternate uses such as community projects like gardens, chick coops, dog utility courses. Another workshop will be held Saturday, April 24th, 10-noon for residents who are interested in looking at possible projects for their unimproved street segment. Moshe commented that there is a need for another east-west street that will take some of the traffic off Woodstock Blvd. Newsletter Items: Josh will include parts of Woodstock history in each issue. Mark Rosenkranz is turning the neighborhood plan into a word document so it can be updated. WNA & WCBA are splitting Constant Contact fee Media/Outreach Committee Summary: Will meet 5/16 at noon at Papaccino's. Needs someone with market and web design skills. KD Henderson volunteered. She will also research production of a WNA frig magnet WCBA Update: Wendy Turner needs volunteers to help with the Woodstock Festival. Don McKenney at UPS Store is coordinating music, APNBA needs parade insurance, Lori Boison is researching it. NEW BUSINESS: Sean Daugherty of Papaccino's is working on getting a farmers' market started. Elections: Tom Vice will be the Vice Chair and facilitate meetings. Kathryn received one vote for chair. All other nominees elected. See website for officers. Wendy T. said ideas generated by suggestions boxes at Plue & Papaccino's and at the impromptu meeting held May 2nd at Papaccino's will be used for the Main St. Program application in Jan. 2011. There will be a survey online to answer, "What do you want to see in a vibrant Village Center?" contact wendy@pluepdx.com. Meeting was adjourned at 8:00pm. Minutes submitted by Elizabeth Usher Groff WNA BOARD MEETING - convened at 8:12pm Martha Mary Ministries Henderson St. Proposal: Lou Taylor, resident of Henderson St., gave a power point presentation with visuals and photos in which he compared the proposed adult foster care home with hospice facilities throughout the metro area: Ray Hickey House, Hopewell House, Signature Hospice. He argued that the group living definition does not apply to the Henderson proposed home which he says should be defined under community service, and says that the City should require a conditional use review to assess potential traffic, noise, crime. Pat Cary, coordinator of the proposed home, said the comparisons with hospice facilities are not apt, as her home would have no more than five clients with two care people, each on for 12 hours, and traffic would be minimal. Care would be reimbursed by Medicaid and private insurance, not Medicaire. She argues no conditional use is required because the home falls under the definition of household living for people at the end of life, staying a minimum of a month. A motion was made that the WNA board would see if a city employee could attend an impromptu meeting to provide more information. If so, a quorum of board members would assemble to make a decision regarding conditional use review since voting by email is not allowed. Treasurer’s Report: Total balance of checking, mmkt and CD, all at Chase =$10,941.81. Checking balance $5,299.52. SEUL communication budget balance =$626.18. Moved & approved to reimburse Elizabeth $12.99 for pizza bought for LARKE open house students who stayed until 1:30 instead of noon. KD found a company(New & Blue Enterprises, Inc. 1321 NW Hoyt) to create a frig magnet, 500 for $650. Question: Is 500 enough for the neighborhood? KD would design and take care of printing for $60-$100 for 2-4 hours work. She was asked to get cost of 1,000 magnets. FWCC Committee Report: Plant Sale will take place on Sat., 10-3pm.
